Little neighborhoods are making a big splash in San Francisco. Upper Market Development
Mid-Market has been getting all the buzz as of late. Due to incentives and beautification projects, the Mid-Market area has been winning all sorts of new business tenants and construction projects. Not to be outdone, signs of new growth are starting to take place in the Upper Market area. In fact, this neighborhood is set to be one of the new development hubs of San Francisco with more than 300 condo units slated to be built or coming soon.&lt;br&gt;&lt;br&gt;The gateway to this Upper Market development is &lt;a href="http://www.sfgate.com/bayarea/article/Condo-project-planned-at-8-Octavia-Blvd-3849113.php"&gt;8 Octavia&lt;/a&gt;, which was previously mentioned here on MarketTracker, a gorgeous, Stanley Saitowitz-designed building housing 48 condos that should be made available in the spring of 2014. Other developments of note are the 80 units being built above a Whole Foods at &lt;a href="http://www.2001marketsf.com/"&gt;2001 Market&lt;/a&gt;, within thumb wrestling distance from Safeway, and 115 Arquitectonica-designed condo units coming soon to &lt;a href="http://sf.curbed.com/tags/1998-market-street"&gt;1998 Market&lt;/a&gt;. And the new development party will be dancing all the way up to the Castro where a few 18 and 20 unit developments will be for sale soon. Where's Your Neighborhood Farmer's Market?

In addition to large, long running farmer's markets such as the Ferry Building and Alemany, many small neighborhood markets have sprung up around the city, fostering a great community feel. &lt;br&gt;&lt;br&gt;Many San Francisco farmer's markets have websites advertising their schedules and locations, but there isn't really a good aggregator of all the sites. The best one I've found is on the &lt;a href="http://togetherinfood.wordpress.com/s-f-farmers-markets-the-full-list/"&gt;Together in Food blog&lt;/a&gt; and this &lt;a href="http://batchgeo.com/map/60b9ec167b4e14939016e38623ad6869"&gt;accompanying map&lt;/a&gt;. A quick glance on the site tells me that yes indeed, when I move into my new Upper Market condo I can head to the Castro farmer's market on Wednesday evenings at Noe and Market.

      <title>Upper Market Street New Development</title>
      <description>&lt;p&gt;&lt;strong&gt;San Francisco&lt;/strong&gt;, like so many cities in California's major metro areas, is constantly looking to increase housing opportunities for buyers and renters alike.&amp;nbsp; The crazy part is that there never seems to be enough inventory to meet the demand.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;As of mid-2012, there were 4,123 units reported as: &lt;span&gt;Under Construction&lt;/span&gt;.&amp;nbsp; Of that number...&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;- 787 units will be for sale&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;- 2,636 units will be market rate rentals&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;- The remaining 710 units will be designated as 'affordable' rentals.&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The City's development plans also show several approved projects already in the pipeline as well as buildings that are still in conception.&amp;nbsp; Some of these involve replacing existing public housing developments, as well as thousands of new market rate condominiums through out the entire City.&amp;nbsp; Too many, in fact, to mention here.&amp;nbsp; Stay tuned.&amp;nbsp; I'll have more insight on the upcoming residential projects soon.&lt;/p&gt;
&lt;p&gt;In the meantime, here's a quick glance on what's taking place along the Upper Market Street neighborhood (above Octavia Street).&amp;nbsp; Anyone who has driven by lately, can't help notice all the cranes stacked along that corridor (not to mention the vanishing gas stations).&amp;nbsp; They just can't build them fast enough.&lt;/p&gt;

Who Doesn't Love an Implosion?

&lt;p&gt;After 53 years of civic service, hosting baseball, football and landmark events like The Beatles' last concert, &lt;a href="http://www.sfgate.com/bayarea/matier-ross/article/Candlestick-to-get-a-smashing-farewell-4247560.php#photo-4134716"&gt;Candlestick Stadium is scheduled to be demolished in a 30-second implosion&lt;/a&gt;. Lennar Corp. plans to blow up the 69,000 seat stadium immediately following the 49er's last football season there next year. San Francisco's Recreation and Parks department couldn't be happier; as owners of the stadium they would have had to pay millions in upkeep for the hulking structure until Lennar Corp. decided they were ready to build on the land. &lt;br&gt;&lt;br&gt;Lennar Corp. plans to build a huge retail/office space/residential complex on the Candlestick site and the adjacent former Naval Shipyard land. However, it could be awhile before those plans are put in motion; in the meantime we should all think of suggestions for an appropriate send off for Candlestick Park. Or at least get your marshmallows ready.&lt;/p&gt;

&lt;p&gt;Condo Lottery Bypass Legislation Update&lt;/p&gt;
&lt;img src="http://www.inkswitch.com/docs/102225/image-2.jpg" height="100" alt="" width="100"&gt;If you're interested and not already involved, the time is now to do your part to help &lt;a href="http://www.plancsf.org/2013/01/update-on-proposed-condo-bypass-legislation/"&gt;Plan C &amp;#150; the Condo Lottery Bypass Legislation&lt;/a&gt; &amp;#150; become a reality. As previously reported, the legislation would let eligible TIC owners pay to skip the condo conversion lottery, with proceeds funding affordable housing, while protecting the rights of tenants in TIC buildings. On Monday, January 28 the legislation was brought before the SF Board of Supervisors Land Use Committee. There was a great turn out of TIC owners and other supporters of the plan &amp;#150; if you were there, here's a big, virtual high-five! Due to this support of the legislation the supes have decided to continue the legislation for one month to see if a compromise can be reached that satisfies all parties. &lt;br&gt;&lt;br&gt;This is very critical point for the legislation. If you are in support, are a TIC owner, know a TIC owner, or have compassion for TIC owners, now is the time to call your supervisor and show your support. There are still many hurdles ahead; on February 25 the Land Use Committee will decide whether or not the legislation will go to vote by the Board of Supervisors; then if passed the Mayor will need to approve and sign. If this is important to you, please take a moment and &lt;a href="http://ec2-50-17-237-182.compute-1.amazonaws.com/PIM//?name=sffind"&gt;contact your supervisor&lt;/a&gt;.

&lt;p&gt;&lt;em&gt;&lt;span&gt;&lt;span&gt;The 2012 real estate sales data is in and once again Zephyr tops the market! ...number one in number of properties sold and also in highest total dollar volume sold. &amp;nbsp; Zephyr agents sold almost 1,400 properties last year; the next closest company sold nearly 400 less. Zephyr agents sold a total of $1.235 billion (that's billion, with a "B") while the next runner-up brokerage sold $166 million less in San Francisco in 2012. &lt;/span&gt;&lt;br&gt;&lt;br&gt;&lt;span&gt;Yes, these are just numbers, with a little bit of bragging rights, but I had to share.&amp;nbsp; More importantly, thank you for putting us at the top.&amp;nbsp; :)&lt;/span&gt;nk&lt;/span&gt;&lt;/em&gt;&lt;/p&gt;

Long-Awaited SFJAZZ Center Debuts&lt;a name="article02"&gt;&lt;/a&gt;&amp;nbsp;
The new talk of the town, the &lt;a href="http://www.sfjazz.org/"&gt;SFJAZZ Center&lt;/a&gt; opened with a bang, er, tuba blast on January 21. The gorgeous, glass walled, state-of-the-art center and auditorium is located on the corner of Franklin and Fell streets in San Francisco's cultural and performance district. With the ballet, the opera and the symphony halls all in close proximity, many feel that the Jazz Center will round out the full San Francisco performance landscape. &lt;br&gt;&lt;br&gt;The 35,000 square foot, 700 seat, LEED-certified building and auditorium were designed by architect Mark Cavagnero. A brick and mortar location for SFJAZZ has been thirty years in the making and will now host more 100 performances a year. The building also houses rehearsal rooms, digital learning labs for local artists and a retail shop and caf for us laypeople. Enjoy, SF!

&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Much like the rest of 2012&lt;/strong&gt;, December produced improved buyer demand, steadily rising home prices (the median now at $850,000, up by 39.3 percent) and pockets of robust activity throughout the city.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;With such a strong buyer demand, the current inventory has been gobbled up quickly, with the average days on market at 41.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;strong&gt;&lt;span&gt;Single&amp;ndash;Family Home Sales&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Since December of last year, the inventory of single&amp;ndash;family homes for sale in the city fell by 40.8 percent, to a total of 379 properties. The number of homes under contract increased by 13.4 percent, while the number of homes sold dropped by 13.9 percent, to a total of 199 properties sold.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;For homes that were priced below $700,000, the months of supply inventory dropped as much as 74 percent to a reading of 0.7 months. For higher-priced homes between $700,000 and $1.2 million, the months of supply inventory also fell, by 40.2 percent to 1.3 months.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;(These exceedingly short time frames are indicative of a seller's market, where sellers have more leveraging power over buyers who are all vying against a limited amount of properties.)&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;One area of the city which sustained positive sales activity is in the Central District, located in the geographic center of San Francisco. Compared to December 2012, the number of homes under contract here rose by 46.2 percent, while the total number of homes sold surged ahead by 42.9 percent, to 30 properties sold. The Central District includes such desirable neighborhoods as the historic &lt;a href="http://zephyrsf.com/buy/neighborhood/haight-ashbury" title="home sales Haight Ashbury"&gt;Haight Ashbury&lt;/a&gt;, which until this day, still retains its bohemian quality from the 1960s, to the more clean-cut and family-oriented &lt;a href="http://zephyrsf.com/buy/neighborhood/noe-valley" title="homes sales Noe Valley"&gt;Noe Valley&lt;/a&gt;, whose typically sunnier weather and rows of merchant shops highlight the wholesomeness of its predominately young family community, and Twin Peaks/&lt;a href="http://zephyrsf.com/buy/neighborhood/clarendon-heights" title="home sales Clarendon Heights"&gt;Clarendon H&lt;span&gt;eights&lt;/span&gt;&lt;/a&gt;, which offers some of the city's most remarkable views, thanks largely to its steep streets and high vantage points. The median price for a home here is $1,517,500, which is up by 12.4 percent from last year.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;strong&gt;&lt;span&gt;Condominium Sales&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;In the same market behavior as single-family homes, the inventory of condominiums for sale in the city fell by 41.4 percent, to a total of 487 condominiums. The number of condominiums under contract rose by 29.9 percent, while the number of condominiums sold increased by 20.6 percent, to a total of 240 units sold.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;For condominiums that were priced between $500,000 and $900,000, the months of supply inventory greatly tapered by 74 percent to a reading of 0.7 month. For luxury condominiums priced above $900,000, the months of supply inventory also dropped by 44.6 percent to 1.6 months.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;One region which saw a tremendous increase in condominium sales activity is the &lt;a href="http://zephyrsf.com/buy/neighborhood/south-beach" title="home sales South Beach San Francisco"&gt;South Beach&lt;/a&gt; and &lt;a href="http://zephyrsf.com/buy/neighborhood/south-market" title="homes sales South of Market"&gt;SoMa &lt;/a&gt;(South of Market) neighborhoods in the central&amp;ndash;eastern portion of the city. Compared to this time last year, the number of condominiums under contract here rose exponentially by 143.3 percent, while the number of condominiums sold also increased by 25.4 percent, to a total of 79 units sold. Home to AT&amp;amp;T Park and Caltrain, the continuously expanding South Beach area offers some of the city's most sought-after and stylish condominiums, while SoMa is the center of the city's art community, with SFMOMA, the Yerba Buena Center for the Arts, the Academy of Art College, and throngs of small galleries all around. The median price for a condominium here is $677,000, which is up by 17.6 percent from 2012.&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;strong&gt;&lt;span&gt;Outlook&lt;/span&gt;&lt;/strong&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;The consumer confidence index, which had declined slightly in November, posted another decrease in December. The index now stands at 65.1, down from a reading of 71.5 in November. Lynn Franco, Director of Economic Indicators at the Conference Board, says that, "Consumers' expectations retreated sharply in December resulting in a decline in the overall Index. The sudden turnaround in expectations was most likely caused by uncertainty surrounding the oncoming fiscal cliff. A similar decline in expectations was experienced in August of 2011 during the debt ceiling discussions. While consumers are quite negative about the short-term outlook, they are more upbeat than last month about current business and labor market conditions."&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Business Insider reports, "Going into 2013, home prices are expected to rise 6 percent driven by steady demand, lower bank-owned (REO) sales, and lower inventory of unsold homes. This is according to CoreLogic's latest report. The CoreLogic Home Price Index (HPI) increased 6.3 percent in 2012, the largest increase and highest level since 2006. And year-over-year home price increases were more widespread. This increase in home prices across a broader geographic spread is expected to continue in 2013."&lt;/p&gt;
&lt;p&gt;&lt;span&gt;&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;From the SF Chronicle, "Congressional efforts to reduce the U.S. deficit revived tax breaks for mortgage insurance and extended interest deductions for homeowners that will cost the government $600 billion over five years. Congress raced to pass the 'fiscal cliff' bill before Jan. 1 to avoid sweeping spending cuts and tax increases that jeopardized the economic recovery. Legislators also left in place a 2007 tax break for homeowners whose debt is forgiven by lenders and preserved exemptions for profits on home sales, while maintaining mortgage-interest deductions. The moves could help a housing market that last year started to reverse a five-year slump that pushed the U.S. economy into the longest recession since the 1930s."&lt;/p&gt;

&lt;p&gt;Farewell Sunday Free Parking!&lt;a name="article02"&gt;&lt;/a&gt;&amp;nbsp;&lt;/p&gt;
Another parking change to file under "bummer" &amp;#150; metered parking is no longer free on Sundays. Beginning the first weekend in January &lt;a href="http://www.sfgate.com/bayarea/article/S-F-begins-charging-for-Sunday-parking-4171368.php"&gt;parking meters were made operational from noon to 6 p.m. on Sundays&lt;/a&gt;. San Francisco Municipal Transportation Agency (SFMTA) says that they will only be putting warning notices on vehicles parked without paying the meter for the first few weekends before they begin ticketing.&lt;br&gt;&lt;br&gt;Sundays had been free metered parking since the very first meter was installed in San Francisco -- at Bush and Polk streets if you really must know &amp;#150; in 1947. At that time most businesses were closed on Sundays. Now that Sunday is a normal shopping day, SFMTA says that having the meters active will be helpful for shop owners, more turnover of cars meaning more shoppers. (If that's the story you're going with SFMTA, we'll let you go with it. We wouldn't dream it was because you're looking to make more of a profit yourselves&amp;#133;) To show reverence to churchgoers the meters aren't active until noon on Sundays.

&lt;p&gt;What Are Those Brick Circles at Intersections?&lt;a name="article03"&gt;&lt;/a&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Ever wonder what those mysterious brick circles are at intersections throughout the city? Many find them as unexplainable as a crop circle. But as it turns out they house underground cisterns that hold water for emergency purposes. &lt;br&gt;&lt;br&gt;Built a century ago, there are 177 cisterns at different intersections around San Francisco. The idea is that if there is some sort of disaster and pipelines fail, the fire department can tap into these water storage tanks as a last resort. Check it out next time you see one, there are usually a few manholes scattered in the circle, presumably for emergency crew access. The Chronicle reports that there are &lt;a href="http://www.sfgate.com/default/article/Brick-circles-above-needed-water-below-4046874.php&amp;lt;br&amp;gt;"&gt;plans to build 16 additional cisterns&lt;/a&gt; in newer areas of the city, proof that this old infrastructure is still useful.&lt;/p&gt;

&lt;p class="MsoNormal"&gt;&lt;strong&gt;&lt;span&gt;Record Low Inventory&lt;a name="article01"&gt;&lt;/a&gt;&amp;nbsp;&lt;br&gt; &lt;br&gt; &lt;/span&gt;&lt;/strong&gt;&lt;span&gt;The old adage "the early bird gets the worm" is ringing ever so true in San Francisco real estate right now. Typically in January we see the lowest inventory of the year &lt;/span&gt;&lt;span&gt;&amp;ndash;&lt;/span&gt;&lt;span&gt; this year it is record breakingly low, or at least lower than we've seen since before the go-go days of the mid-aughts. This achingly low inventory is causing quite the feeding frenzy for new properties. There is pent-up buyer demand and mortgage rates are low, which is leading to swamped open houses at new properties where often the property has already gone into escrow. &lt;br&gt; &lt;br&gt; So the early bird gets the worm for both sellers and buyers. Sellers, the time is NOW to get your property on the market. &lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Effective &lt;em&gt;March 1, 2013&lt;/em&gt; through February 28, 2014, &lt;strong&gt;the allowable annual rent increase amount is 1.9 percent&lt;/strong&gt;. In accordance with Rules and Regulations Section 1.12, this amount is based on 60 percent of the percentage increase in the Consumer Price Index (CPI) for All Urban Consumers in the San Francisco-Oakland-San Jose region for the 12-month period ending October 31, which was 3.2 percent as posted in November 2012 by the Bureau of Labor Statistics.&lt;/p&gt;
&lt;p&gt;To calculate the dollar amount of the 1.9 percent annual rent increase, multiply the tenant's base rent by .019. For example, if the tenant's base rent is $1,250.00, the annual increase would be calculated as follows: $1,250.00 x .019 = $23.75. The tenant's new base rent would be $1,273.75 ($1,250.00 + $23.75 = $1,273.75).&lt;/p&gt;
&lt;p&gt;In addition, the Rent Board has published the interest rate payable on security deposits for the 3/1/13 to 2/28/14 period. Pursuant to Chapter 49 of the San Francisco Administrative Code, &lt;strong&gt;the new interest rate for deposits is 0.4 percent.&lt;/strong&gt;&lt;/p&gt;
